Human capital is a critical input for school turnaround. Having people committed to the work and providing ongoing support for these individuals is critical at all levels – in the classroom, with external partners, and with districts and SEAs. The School Turnaround Group has identified the role of the Lead Partner as being a critical to school turnaround. A Lead Partner is a nonprofit organization accountable for turning around a cluster of 3-5 chronically low-performing schools. This section offers districts and states strategies for procuring and managing collaboration with external Lead Partners.
